Representative Coghill moved and asked unanimous consent that the                                   
following committee substitute be adopted in lieu of the original bill:                             
                                                                                                    
     CS FOR HOUSE BILL NO. 120(RLS)                                                                 
     "An Act excluding service contracts from regulation as insurance;                              
     relating to insurance licensing for motor vehicle service contracts                            
     and home warranties; and providing for an effective date."                                     
                                                                                                    
Representative Berkowitz objected and withdrew the objection.
